AFAIK you’re both right: “serving” and “giving” came out of the drag ball culture of the 1980s in NYC, which was (at least in terms of driving the culture) primarily Black and Latin. It’s been a while since I’ve seen it, but I’m pretty sure you hear “it’s giving” a few times in the documentary Paris is Burning.

Like most slang, “it’s giving” originated as AAVE. I dunno anything about it now being primarily in queer spaces (I’ve seen it in plenty of other contexts), but that’s definitely not its origin.
