TSA is under funded, under staffed, largely unnecessary, and has no real interest in making things more efficient. These are far more likely causal reasons for security lines vs the number of bags going through the one open

I could see the argument for the inclusion of all user. I think the logic here in including only the top 5% is that group is generally the one cited by carriers as providing the impetus behind the move to tiered plans. By including only that group this more specifically refutes that claim.

Nice to meet another number geek on here. For reference I do analysis for major investment company, so they're pretty picky about my work.
