It might actually have more recoil. The recoil in a traditional gun doesn’t really come from the gunpowder, it comes from the gas pushing the mass of the slug at high velocities out the barrel. Both the gun and the slug are pushed by the gas. (Newton’s 3rd law)

I think you are giving the propellant gases of a conventional firearm too much credit. You take a rail-gun and a conventional gun firing the same mass at the same velocity, and they will produce comparable recoil because you are using the same amount of energy to actually accelerate the projectile.
