The change has been much higher in every year prior since 2005, while economic activity has been ramping up at the same rate since 2009. 2017 wasn’t a better year than 2016 or 2015 or 2014 or 2013 etc... by economic output terms.

You put all your thought into how they chose to label their graph? The EIA data may contain some of 2016. However, the entire report talks only about 2017. Also the EIA report from 2016 says there was a 1.7% drop in 2016 where 2017 report cited by Rhodium in my OP was a 0.66% drop. The EIA graph for 2016 also shows…
