Actually, the Alt Text of those images might be considered decorative and therefore wouldnt need to have the alt text. 

I personally am waiting for someone to sue a streamer who fails to include captions in the videos they upload. Especially, if you have to pay to gain access to the content.

Someone who is legally blind would normally us tabbing in order to navigate the web application. But if your wondering about what software they use it can be a combination of many things.
