I think it has to do with the federal standard that all braking/turn lights cannot be on a moving area (aka trunk), which is why so many of them are crammed on the corner light section before the trunk. The standard should likely be updated

The optimal wheel size depends on the size and shape of the vehicle. I can’t imagine 15s on my SUV or minivan. 

Given I’m away 12 hrs a day, my current strategy when convenient is to leave the problematic vehicle with my local mechanic and get him to figure out the issue, pay him for his time for diagnosis, then order the parts and do it myself.
