CARB literally commissioned the study into emissions that found out that VW’s real emissions were so much higher than the prior test results. Yeah, CARB didn’t immediately guess that the reason was an engine programmed to perform differently under testing, but that investigation is how VW got caught.

They spot-check.  At least they do now.  And they’ve done it for a long time on mileage claims.
