My favorite is Consumer Cellular. They have unbeleivably flexible plans, starting at $10 a month.

This will only catch a dumb thief. Any other person would start the laptop through a different medium (flash drive, CD, network), take data, then log on without connecting to the internet to get any left overs. Then wipe and use/sell.
