I think it's more than likely that Rory, a competent medical practitioner as well as a cool logical head,  was also motivated by the potential outcomes if they didn't comply with the Gunslinger, i.e. casualties on a much greater scale.

It's up there with The God Complex and The Girl Who Waited for me, but doesn't quite touch the same level as The Doctor's Wife or Blink.

Not to flog the same point repeatedly (though, I suppose, that's what comment sections are for), but I like to believe that the writers give us enough credit to put two and two together when it comes to what was, to me, obviously successive subtext.
