There's absolutely no indication in the article that the ex-boyfriend had been exposed to the syphilis. Nor is there any indication that she had not planned to use the county health department's anonymous notification system. You're making a lot of nasty assumptions based on zero evidence.

Syphilis is cured by a shot of antibiotics, or a few series of shots (depending on how advanced the illness is). Also, health departments have dedicated teams of specialists that track down partners of anyone infected with a reportable STI. ALSO:

This type of thinking is why people choose to tell no one they've been infected. It's even worse for HIV. No one gets tested cause they are too scared of being labeled a leper.

Do you know if he's a recent enough ex to have got the disease from her? How do you know she refused to inform partners? He sounds abusive, maybe she was weighing her options before telling him. We don't know what happened and I imagine this will come out in the trial.
