In DC it’s illegal to cut the cuticles, in part due to MRSA and other infections. I know you don’t cut cuticles on dogs and its considered cruel so why would you do it to humans?
You are correct, they do not have to take a class. It’s something you learn when you go shopping for anything I’d think. That said, maybe people prefer not to think about it.
I’ve been hammered by someone who thinks it’s a god given right in times past to have your nails done regularly and cheaply whereas I see it more as of a luxury. It’s something nice you can have done, but the cost, well that’s a little off-putting for me personally.

Acetone just works, for almost any of lacquer or petroleum based product. It’s either that or turpentine.
