Okay, well, for the sake of argument, let’s say she was SO inexperienced, and (for whatever reason) couldn’t assemble an intelligent, savvy, and motivated enough staff, that she couldn’t actually get ANY substantive bills/laws passed (or overturned, as the case may be) during a four-year term.

Okay, but...it’s not a simple/black & white as just, “He/she is politically inexperienced”, right?

Sir, I believe you owe me a new Sarcasm Meter; you just broke mine. ;)

Okay, and my rebuttal would be:

Came here for this (eight years later); Sam’s opening monologue (“He said it right...”) and his monologue at the end, are two (of the many) moments that bring me to tears, by simple dint of that beautiful, powerful writing.
