The businesses in Vegas are subject to the supply-demand curve, same as any other. Increase cost, and you will see a subsequent dip in demand. That drop in demand will manifest itself in fewer jobs and/or lower pay for the people that live and work there.

Lol. Of course there is. They could have raised the hotel tax to pay for the education shortfall. Now you can tell me that never would have been approved, but that reflects a value judgement. The tax can obviously be levied. If you do X with the resulting revenue instead of Y, Y represents the opportunity cost.
