If he’s asking for significantly more $ than he’s slotted for then yes. Under the old system teams like Tampa/KC etc. would bypass these guys because they wouldn’t be willing to pay that much for kids, and that’s how teams like the Yankees and Red Sox could keep their farm systems fairly stacked while drafting later.
