Er, that’s the entire POINT of the Senate. The House of Representatives is based on population (and determines how many Electoral College votes each state has) while the Senate has every state with an equal voice.

And I explained it elsewhere. That fight with Videl was played FAR more seriously than other fights. The reader/viewer is supposed to be horrified/angry that Videl is getting pounded, a feeling that is never really duplicated at any other fight in the manga.
