A current Camry V6 can run circles around most cars released in the early 80's. So can my Diesel Grand Cherokee... so can 90% of cars made today.

No. The owner deserves a massive bitch slap for this act. There is nothing about what he did that is OK, and he needs to pay for his stupid decision.

It would depend on where the car has been abandoned - in a urban area, I, like most people wouldn't have bothered to report it (as authorities already tend to have an eye on such cars in my area), but if I go hiking to see some unmolested nature and find such a thing, I'd also be pissed and report it.
