The Library was the location that Morgan found Carol. There were a bunch of dead bodies outside “There’ll all dead” and the Saviors mentioned that the strung a guy up to set an example to them and this was the zombie that Morgan cut down.

That being said, the ending was a cop out. It could have been cool to have done…
