While that happens all the time in my area, it doesn’t look like that happened in this case. That speed differential seems too large to just be a car cutting in at the last second. It looks like the truck driver didn’t realize the light was red (evidenced by the fact he didn’t even try to stop) or was distracted.

One of the things that I took from the Motorcycle Safety Course that I really liked is that when someone is tailgating you, to try to increase the distance between you and the car in front of you so that you will be able to slow down twice as slowly and effectively give that room back to the car behind you to prevent
