Eh, it’s not, but charges are difficult to follow through on without the help of the victim quite a bit. Granted as long as they have access to the video they should be able to nail him to the wall on it regardless.

Yep, it’s not ever necessary. In some cases, especially domestic violence, it’s hard to secure a conviction with a victim who doesn’t want to be there, but the DA has discretion in what charges to bring. The State’s interest in keeping dangerous assholes off the streets is separate from the victim’s interest seeing

Thank you. I just shake my head when people think that the victim has the option of giving the legal system permission if they would proceed with criminal charges. Kinda not in the hands of citizens....

‘Pressing charges’ is not needed in this case. The DA can choose to prosecute based on evidence provided, regardless if the driver cooperates.
