I think that's why the early episodes of animated shows always look so junky. When your characters are made of a few simple shapes, it's really noticeable when their shape keeps warping from scene to scene. Drawing a pokemon, for example, is really hard for reasons I don't think most people get.

I usually start by using the features to map out the structure of a face, just to make sure it's all in proportion, then I start on defining all the major planes. I notice that, even if the small details aren't perfect in the end, good volume and shading does most of the work.
