In Japan and Australasia they did pretty much that, initially. The 86RC model had steel wheels, no stereo, no a/c, unpainted bumpers, and a bunch of other “you’re going to replace that anyway” bits either deleted or de-specced, and was a fair bit cheaper than the ordinary base model.
