The audience needs to be constantly reminded that "She's Superman except in a skirt!" That means Jimmy (James) Olsen, Lucy Lane, Lena Luthor, Bizarro, Metallo, and anyone else they can find to remind us of Superman. Because (they think) the show can't stand on its own.

That's my theory as well. If Kara no longer works for CatCo, then anyone connected with CatCo no longer has a reason to exist. They can either just have him disappear like Lucy Lane and Max Lord or they can give him a reason to leave like with Cat.

It probably won't be IMHO. Mon-El is supposed to end up in the future with the Legion of Superheroes. That means he has to have a reason to leave the present.

Honestly, I'm not sorry Non and Astra and the whole Ft. Rozz contingent are gone. I hated Ft. Rozz as a plot device. Lucy, OTOH, had potential as a character.

IIRC, she was in last season's finale. In fact, she was second in command of the DEO. Now she's just…gone.

Max Lord last season wasn't a bad guy. That didn't keep him from having an agenda or distrusting Supers. Remember that LCorp makes a gizmo that detects aliens and Lena doesn't have a problem with that. As the saying goes, "It's not personal, it's just business."
