Apocalypse was ALWAYS a one-note villain. Singer and Isaac actually succeed in making him multi-dimensional.
Um, that helmet is essential to understand that Weapon X is not exactly Wolverine. He is Weapon X. He is programmed to do the horrible things he does in this movie. The black visor perfectly conveys this character trope better than the metal diaper he could have on his head.

Mopey? Apocalypse turns a grieving father and widower into a brainwashed weapon of mass destruction. Without Apocalypse, Fassbender brilliantly conveys the pain and loss of losing his wife and daughter. He's basically broken.
And seeing Quicksilver beat the crap of Apocalypse was more thrilling to me than any action set piece I've seen in either Avengers movie.
