He knows that Vic murdered Terry, but he can't prove it, so he simply moves on. I don't know there is another cop on the show who would respond

In David Simon's Homicide, he documents a case of a girl getting shot in the head on two different occasions and getting her throat cut on a third occasion. She survived all three. So, we're still close to reality, here.

Season 10 could open with Jack being broken out of a jail by a black ops team, headed by Aaron Pierce and sent by President Almedia. The President sent for Jack, because he has evidence of a military coup about to take place; the coup is headed by murderous psychopath Behrooooz, who has a history of extreme violence.

There was a late season 6- mid season season 7 stretch that didn't really work. Kevin Hyiatt, that magic box, the Armenians all felt convoluted, but they did make up for that in a big way.
