You can get away with 13/22 episodes if your show is a mix of serialized saga and episodic stories. Marvel-Netflix shows are straight up miniseries. Commercial-free and released in batches for binge watching, they are effectively 13-hour movies. All of them would have worked better in tight 6-10 episode seasons.
