Actually, both forms are correct. 'Van' is used in Flanders (Flanders as in, the Dutch speaking part of neighbouring Belgium), whereas "van" is used in the Netherlands. So it's possible that Milhouse has Flemish roots, or it has been changed during their stay in the Unites states.
