A lot of characters have this problem of wildly fluctuating IQ levels.
The scorpio was operated by one man, but this isn't a scorpion or a ballista - it's a big crossbow. It could still be operated by one man. It probably shouldn't be very effective against a dragon, though - Roman legions had 60 scorpio, and as far as we know they weren't facing anything like that. :-)
