The New York World Building, at 349 feet, was never close to being the world's tallest, including churches. The first tall, habitable, nonreligious building to be the world's tallest was Philadelphia City Hall (topped out in 1894), at 548 feet beating the 530-foot Ulm Munster cathedral.
