The preview of the last episode of S3 is on the CBS website. Finch stands up and says, in part, " . . . I built it." Could he also be referring to Samaritan?

Go to the CBS website and watch the last show preview. No Collier apparently doesn't know or looks surprised when Finch admits he built it. Could Finch be referring to Samaritan? It doesn't say in the preview.

@klien . . . I beg to differ, but the Machine tells Root; not the other way around. No one is in charge of the Machine. That was assured by Finch (a man). Root is a hacker who the Machine chose to communicate with.
