FWIW, Leviathan is not Hydra. Leviathan is the Russian equivalent, as appropriate for a post-WWII story where Hydra is laying low and plotting to eventually infiltrate SHIELD. HYDRA isn't infiltrating SHIELD because we're not there yet.
