Jeremy wanted Ciera out at all cost. An idol was the only way he could achieve that. It was a great move and will definitely work for his story if he makes it to the final tribal.
Considering that all but Joe and Keith voted to have a shelter built it's pretty clear to me that the tribe was beyond miserable and suffering outrageously.

The proper choice would have been to put both votes on Abi. Fishbach should have known that if an idol was going to be in play it surely would have been used on Joe and not Abi. Who the hell would save Abi? And what was the likelihood that she would have an idol and would actually use it?
