Well, it's because of that formula discussed above. TMM is the last book of the "Baudelaires go to place, have bad guardian, Olaf comes in disguise" format. Technically 5 and 6 also fit that, but 5 introduces the Quagmires and VFD, so Handler was thinking past one book at that point, and it shows.
You didn't make it up, there just weren't any jokes in it. I guess that Monopoly thing was kind of like a joke. Like when a four year old makes up a knock-knock joke because they know what those jokes are shaped like, but don't yet understand what makes them funny.

Speaking of, I liked that they gave this one to the androgynous henchperson. They didn't get a lot of play in the books other than being mute and gigantic. As I recall, they mostly just sat in place guarding things. This gives them a featured story, a good showcase for their new "least enthusiastic henchperson"…
