I'm no phone call tracing expert but is it really that hard for the CIA with all their tools to trace a live local cell phone call? It just seems like they're pulling a tired cliche where the cops are trying to trace a call but for some reason they just can't pinpoint the exact location in time.

Well again it goes back to common sense practices. Yes, you want your gun stashed in a "safe place" but you also want it to be easily accessible during an emergency and unless you're some hermit who lives in a car, having it stashed between the front seats doesn't strike me a strategic place to store it.
