I don't think Milligan is the Malvo of Season 2, at least not yet. Malvo was framed to be somewhere between a metaphorical and literal devil. Haven't seen that in Season 2 yet. Seems like Mr. Hawley is telling a very different story about the nature of humanity (and good and evil and all the grey) this season.
