I'm glad you mentioned this rule which I think is essential to the dramatic tension of Doctor Who. In "Time of The Doctor", Moffat completely broke this rule by making the Doctor able to summon the TARDIS with the TARDIS key. We know have to wonder why the Doctor hasn't always done this to escape life or death…
