Just wanted to point out that the swearing Chang sees has nothing to do with the Doctor being unhappy. The paper is psychic so it shows whatever is coming from the viewer's head. In this case, Chang is expecting to see a government inspection, and the joke is that he internalizes it as "another ****ing inspection"…
