As silly as her scenes are, Lynch couldn't not give her a lot of screen time, considering what a loyal Twin Peaks resident she has been for the fans all of these years. It seems like she attends every Twin Peaks Festival. I think she might be one of the biggest Twin Peaks fans.

I have read a couple of discussions where people are saying the girl is Sarah Palmer and the frog/bug is actually Laura Palmer's soul. The timeline works because the girl looked about 13 or 14. Obviously Laura isn't born until the 1973ish.

I just read a theory that he could be Audrey and (evil) Cooper's son. She always did have a thing for him.
