I would guess it's that by respect she means, to some or a great extent, fear. That people weren't scared of Obama or what he might do. But that they are scared of Trump. And that fear is a better motivator to get what we want. (The kind who really love Trump often see most other nations in largely adversarial terms.)
I really doubt Democrats would impeach a Democratic President either. Not in this day and age.
If they didn't exist he would have accomplished more. The legislature is of the same party as him and even healthcare might not go through. The courts have gummed up his travel thing.
