One can make a full dynamic range mix for CD if one desires. There's no law stopping you from not applying a brick wall limiter to your mix.

False, you lie. There's less dynamic range in vinyl. This has been common knowledge since the first CD was stamped. My source? My own empirical experiments on a mastering lathe while taking a disc mastering class in 1989.
