But what I really wanted to know is if HG Wells is meant to be related to Harrison Wells in the Arrowverse??

I thought we had established that they couldn't travel back to times that they had lived in. Does that only apply to the backup travel machine? Because Dr. Leekie definitely looks old enough to be alive in 1962 (Garcia Flynn too, most likely, but not as definite). Did I miss an explanation of this?
