The threat had to be big enough to get the gang to work together, but not big enough that the writers would have felt compelled to make excuses as to why the Avengers would have chosen to sit it out. The threat needed to be epic, but under the radar at the same time.

During his Hero for Hire days, Luke-616 did have super-strength, but it was on the low end of the scale. He was strong enough to toss people around if not cars. Jessica probably edges him out in the strength department, for what that's worth.
