My impression is that Hannibal is trying to help Margot in a roundabout way, by getting "somebody else" (i.e. Will) to kill Mason for her. That requires making Will care about Margot, then allowing Mason to hurt Margot so that Will will become angry with Mason. That way Hannibal kills two birds (ortolans?) with one
