I had no idea that other parts of North America did not use plastic bags for milk. Sure, I guess I've seen cartons and bottles when I've travelled to the States, but you can get those here in Ontario as well, especially if you don't consume a lot of milk. Umm… no – it's "less" plastic. "Plastic" is an uncountable noun, and therefore uses the adjective "less" rather than "fewer". You could say "fewer plastic bottles", but it's "less plastic".
