It's not. The reviewer didn't pay attention very well and has it backwards. Offred says that the US only has two stars left and the capital is Anchorage. I think the other state left is Hawaii.

I was just about to make a similar comment and looked down and saw yours before I saved it. If someone is getting paid to write an analysis/review a TV show you'd think they pay more attention, wouldn't you?
