I'm not entirely sure, but I thought it was the most definitive statement that Phillip does in fact care about Stan and it's probably why it stood out as the highlight of the episode for me. That, and it acknowledged that he still regrets how Martha's life ended up and is taking precaution to not repeat that mistake.

My guess is that he knows he'll keep coming back, and that he's doing it to communicate with people on the other side or to get answers.

I had the same thought while watching that scene. I suspect there was someone required to be like 2 feet out of frame with a pair of scissors handy to immediately cut him out of the bag.
