Louie probably wrote the whole episode, and the dialogue was written for the characters. If Horace got some words wrong that was the point. Louie also wrote Rhonda's dialogue. To say that Louie did a bad job tackling this issue because Horace was a well meaning ignoramous is to miss the point.
