I agree that Walker is no angel, but Otto was just pure evil.
Walker preferred his ancestral land that Otto stole, but accepted Otto's head because it was justice to him, and the fact that he likes Madison helped mends things also , and bring peace.

Madison wouldn't be the leader if she had joined Walker with her children, so now there's two leaders who will be allies, protecting themselves and people from outside dangers.
