I kind of like the akward low level gangster who gets way ahead of himself, makes a play at taking over fishes business, fails miserably, and now has to try again with no money, resources or manpower. But I've been looking for a good penguin story to read, whats the nane of the story your talking about?

The penguin is a hard character to make interesting, he's a villain that I expected them to drastically change, to me batman returns failed, i think this shows doing it a lot better. Imo

I think Cobblepot killed the busboy so there would be a job opening, and to be fair, no one in Tim Burton's Batman seemed aware that the jokers balloons would ever come down. Still this was a weak episode, so far the penguin is the highlight for me.
