I didn't know that part either, I was just responding to the scandalized tone about dressing the people up and putting makeup on them and having producers prep them before they go on camera.

I'm hardly a Sean Penn expert, but in my experience from the sidelines, every time he does something like this, he creates a certain amount of chaos around himself, and the focus seems to be as much on the media attention to Penn as to whatever it was he was trying to do.
