I guess there's the Sheriff and his son in Kill Bill, the ones who investigate the wedding massacre. They're in his part of Grindhouse too. It's a fairly positive light I'd say - they don't really accomplish anything but they do seem to know what's going on, like they're not bumbling doofuses.
